The reaction of foreign observers organizationsThe

and international reaction to the preparation of local elections in Ukraine were quite critical. In particular, statements by the International Foundation for Election Systems (IFES), National Democratic Institute (NDI) of PACE, which is part of the European People’s Party (EPP) and the OSCE made a number of concerns about apparent breaches by the Ukrainian authorities , the normal democratic process. The main concerns are: direct violation of the “Law on Local Elections” code of the Venice Commission, the exclusion of independent candidates, how they are formed of illegal electoral commissions, the harassment by the security services of the Community and party activists, the case of breach of discretion by the board members, except for an unexplained series of opposition parties in the region, harassment of opposition leaders and the partial collapse of freedom of expression. Local elections can not wait to monitoring by international observers chips. Central Election Commission has registered only 490 international observers, including official monitoring capabilities will be stretched a little thin in 12 constituencies in the country miles. OSCE delegation consists of only four people. The lack of roads in the OSCE mission due to the special nature of last-minute invitation to Ukraine. Prime Minister Mykola Azarov promised to help all international observers who wish to visit Ukraine to monitor the local elections

first comment:. Lack of road, the OSCE mission assigned to the last minute nature of the invitation of Ukraine … “After the independence of Ukraine has held five presidential elections, 7 and many local elections, parliamentary elections were all overseas Which of the international community. Election Commission of Ukraine is well aware of the time tables all cases, however, seems a deliberate attempt to pervert the course democracy and there should be investigation. Without a full international election observation can be made into question. The Prime Minister asked the international community to ensure that the Government will provide all necessary assistance to international observers, despite the fact that after the Commission ” supervision “of elections by international observers to monitor now 5.24 each constituency.

violations during preparations for the local election period prior electionsDuring, different political forces published complaints. Representatives of opposition parties were under pressure government, which includes the majority of constituencies, registration, processing of territorial election commissions and direct pressure on representatives of countries from “power structures” different. Kharkiv and Ivano-Frankivsk, for example, how many printed ballots exceeded the number required by law. Kharkiv authorities destroyed 43,000 additional ballots for voting, while in Ivano-Frankivsk about 200,000 additional ballots, which “accidentally” printed sources said that police, prosecutors denied that such abuse should be considered a criminal case . According to a statement made by the Committee of Voters of Ukraine (CVU), pro-government forces in many areas of governance took control of the territorial election commissions and the more you get closer to election day, the signs change at wheat competition: Sponsored materials published in the media, smearing and the use of defamatory material from elective subjects, and the occasional use of crime, but obvious – attacks against the offices of political parties and the threat of key activists, to name a few. Experts also point refers to the arrest of a number of mayors who have failed to demonstrate loyalty to the government and where the penalty of their houses, especially in Kamenetz-Podilski, Nemyriv, Novomoskovs’k, Alupka, Rzhishchev looks were shown on the line leading candidate to power the appropriate authorities . President Viktor Yanukovych stressed the unacceptability of absolute restrictions on freedom of speech for years, citizens and strict liability of officers of the law that allow the violation of constitutional rights and freedoms of individuals. Prime Minister Mykola Azarov said that all cases of violation of constitutional rights during the electoral process will directly affect the authorities

People first comment:. Who are we to believe that the interests of the opposition to cry foul at every opportunity, but looking at prayer? violations, they may have a point. For example, the local militia in Ivano-Frankivsk to say that the printing of extra ballot papers is 200,000 accident is hard to believe that this would have involved a lot of time and tons of paper for printing, there is little evidence they were destroyed. The governments of Defense additional 43,000 ballots, but in Kharkiv were destroyed and the President and Prime Minister are both on record as saying that violations will be prosecuted. We can only speak and watch what happens after the elections. What is clear here is that water is very difficult competition, when the scent of victory, both sides have replaced morality, integrity and national interest. There are two possible scenarios is that the power of government is not as strong as it implies that elements of the Electoral Commission and political parties are out of control or otherwise. Only time will tell.

votersOn expectations on the eve of elections, Ukrainian and international companies, research expectations of the voters interviewed . In particular, according to IFES survey and Kiev International Institute of Sociology (KIIS), 83% of Ukrainians are dissatisfied with the economic situation in their country – more than 91% are in favor of raising the price of natural gas by 50% this year Principale. public interest is inflation – 75%, in addition, 56% are deeply concerned about rising unemployment, 51% are concerned about poverty, and 37% of the level of corruption around 36% of respondents were concerned by recent .. reduction of their rights and freedoms, and yet only 16% believe their rights have been violated. However, the Center Razumkov 58.3% of Ukrainian citizens believe that the results of local elections on October 31 have the potential to be fake . In case of electoral fraud, 14% of respondents expressed willingness to participate in peaceful demonstrations. proposed extending the current mandate of the Verkhovna Rada until 2015 received support from only 25.2 percent of respondents, while 55.3 percent – remain strongly against it 48.2% believe that the development of Ukraine Ukraine is headed in the wrong direction

People first comment: This is not surprising .. 83% of the nation, which is 5 times more concerned about the economy and inflation of civil rights when they are over 12 million Ukrainian now living with less than 0.00 per day and Ukraine the second lowest level of wealth held in Europe. Ukraine has been second to Moldova in terms of poverty, therefore expected that there will be concerns about increased to 50% of domestic gas, just before the beginning of winter. The government can not be blamed for the sins of their predecessors, but they can not be blamed for not showing compassion. Instead of focusing on how to use the powers they need to speak out against poverty, misery and suffering, they lose valuable time trying to acquire more. One wonders why, when they already have a perfectly feasible majority in parliament.

elections and local elections resultsThe 2010 showed a slight decrease in overall popularity of the “Party of Regions” below that the majority of the clouds and the virtual absence of united opposition.’s largest opposition party “Batkivshchyna”, attracts only 13% of the national vote, and radicals party “Freedom” has significantly increased its stake and chances to enter parliament at the next election. parliamentarians According to exit polls Carriedo international research company “GFK”, “Party of Regions” is expected to have received 36.2 percent of the votes “Batkivshchyna” – 13.1%, “Front of change ‘Party – 6.8%,” Communist Party of the Ukraine “- 5.9%,” Freedom “- 5.1%,” Our Ukraine “- 2.3%,” Party People “- 1.8 % Socialist Party of Ukraine “- 1.7%,” United Center “-. 1.6% of error is 2.5% police forces in the country received about 70 messages. violations of the electoral process. However, Vice-Chairman of the Committee of Voters of Ukraine (CVU) Vitaly Teslenko noted that only 10% of reports were the foundation years. UVC observer noted in the homes of serious pressure on voters or trying to corrupt them. However, there are some attempts to use illegal practices elections, re-voting in different regions who were arrested by police and observers. In the opinion of “UVC are not there cause for annulment of election fraud and election of some houses. International observers generally agreed that although there were several violations, including continuing the campaign on election day, problems with transportation of ballots at polling stations and professional work and slowly the members of electoral commissions are not sufficient to call into question the legitimacy of elections. opposition party “Batkivshchyna”, says elections fell short of democratic standards Citing left withdrawal from the election in court in Kiev and Lviv, where the party is more popular and abuse of power by the territorial electoral commissions. Commenting on the election Mykola Azarov acting Prime Minister said that local elections have evolved in support of his party in the central part of Ukraine and promised to cooperate with the candidates opposition won, if they engage in concrete actions. to solve local problems Mr.Azarov According to these exit polls said public confidence in government

Commentary people first:. Despite all the noise that precedes the election of the Commission choices seem to be organized and managed for free and fair elections. But the election is not just what happens daily, but what led up to election day. Clearly, then, that on election day in accordance with international standards in the days before were not. Presidential Council may consider this as a coup for the president who is under considerable pressure from both national and international community, but are still more questions than answers, and nobody should be celebrating while the list of prosecution for the most serious offenses be published. We hope that the President and the Prime Minister to keep his word and take surveys. This atmosphere of chaos that preceded elections created a voice says the current expectation that the vote will be rigged in favor of “Party of Regions. The “Party of Regions” reality does not seem to have reason to rig the vote, as they are now the majority in many cities. The ban on opposition candidates in cities and imbalance and injustice in some homes Election Commission together with the failure of opposition voters a clear and viable alternative, which means the result is almost lost conclusion. What This is the biggest problem is to make these elections was the lowest ever recorded. This clearly shows that the ruling party and opposition have to do significantly more for people to regain voters confidenceUkraine Then he showed he can organize and conduct democratic elections in the appearance of international standards needs a lot more to do to ensure that they are truly free and fair. I hope that this election is a turning point where political parties recognize that if they win the election, they must offer programs for real change and real benefits to people. Promises and slogans, are simply not enough. People want a European standard of living, job security and decent Salaria. Now the President and the Party of Regions to keep their promises.

Tonga’s First Steps Towards Democracy.

Posted in Presidential

The political climate in Tonga has been changing since the death of the people’s beloved monarch, King Taufa’ahau Tupou IV.  One of the last remaining true monarchies, the island kingdom of Tonga is ruled by its royal leader, whose authority is absolute.  A majority of government is royally appointed, with all but nine of the 32 members consisting of nobles, chiefs and royal supporters.  Due to public unrest His Majesty King George Tupou V decided to relinquish this absolute authority, bringing democracy to his country.

Prior to his death King Taufa’ahau Tupou IV spoke of the need for political change for his people.  In the wake of his passing, having lost a well respected leader the people were ready for change.  In 2006 news rocked the Pacific that the tiny island kingdom, known as the ‘Friendly Islands’, had found itself under siege.

Rioting broke out in the capital, Nuku’alofa, with rioters and looters targeting businesses owned by or closely affiliated with the royal family, as well as foreign owned shops.  Store fronts were smashed and buildings were set alight.  In the aftermath of the riots, once the capital resembled a charred version of its former self, it was clear that public opinion of the monarchical nature of the government was on a decline.

The newly crowned king announced that his country would embrace democracy, with elections set to allow Tongan citizens the right to vote for government representatives, including prime minister.  While the King will remain the head of state, this will largely be as a figurehead, similar to that held by Queen of England, after having relinquished all his executive powers.

Elections are scheduled for this year, with November 25 being chosen to be the day that will be remembered forever in Tonga’s history.  Anyone can run for parliament with the only requirement for eligibility being that the Tongan citizen must have lived in the country for a minimum of three months.  This has seen an influx of expatriots returning home to participate in the race to parliament.

Controversially the elections validity has been called into question recently when the sitting Legislative Assembly voted upon an amendment to a motion concerning electoral boundaries on 20 April 2010.  They additionally successfully voted to amend the Constitution in order to make an amendment to the Electoral Act, as well as a bill for the establishment of a Boundaries Commission.

The legality of these votes is being questioned on the basis that the amendments and bills voted upon and subsequently passed, have yet to be drafted.  People are questioning the legality of passing laws before they are written.

A leader of the Tongan pro-democracy movement, People’s Representative ‘Akilisi Pohiva said on a national radio broadcast that “tonight we are united and have achieved what all of us have been working towards for years”.  This has prompted the editor of the Matangi Tonga to question how the House could consider their goals having been reached when the laws that were passed had not been written.

The elections in November will rely upon the boundaries that are to be set forth in the unwritten amendments.  If the legality of these votes is pursued and the amendments struck down for procedural impropriety after the elections take place, the question shifts to whether or not the elections themselves will be valid. With this question hovering over the first democratic elections in the country it certainly will add a dimension to how the day will be remembered in years to come.
